Project Information

The World Bank project "Emergency response to COVID-19 in the Republic of Belarus" is being implemented in the Republic of Belarus

A loan agreement was approved under the Strategic Preparedness and Response Program for COVID-19 based on a multi-stage programmatic approach between the Republic of Belarus and the International Bank for Reconstruction and Development, signed on June 1, 2020 in Minsk and approved by the Decree of the President of the Republic of Belarus dated July 23, 2020 city ​​No. 292.

Objective of the project -

strengthening of certain aspects of the health care system of the Republic of Belarus for the response to the outbreak of coronavirus infection COVID-19, prompt response to emergencies.

The project consists of two components:
Component 1: Emergency COVID-19 Coronavirus Response and Emergency Response

The purpose of the component is  rapid response to an emergency with COVID-19, containing the spread of the disease, minimizing mortality.

Subcomponent 1.1. "Strengthening the capacity of healthcare institutions, including intensive care units"

The goal of the subcomponent is to support the clinical management of COVID-19 cases, to strengthen the short and long-term capacity of the health system, including for the rapid response to emergencies.

Subcomponent 1.2. Improving the system of preclinical emergency medical care

The goal of the subcomponent is to strengthen emergency and emergency medical care at the prehospital stage, to optimize the logistics of the distribution of intensive care patients, and to isolate patients with COVID-19 in a timely manner.

Sub-component 1.3 "Support to the national monitoring system"

The purpose of the subcomponent is to support a laboratory diagnostic service for the rapid detection, confirmation and registration of COVID-19 cases, and contact tracing.

Subcomponent 1.4. Improving the risk communication system

The goal of the subcomponent is to raise awareness and educate the general public to combat the spread of COVID-19.

The activities of this subcomponent will support information and communication activities aimed at increasing the attention of the private sector, civil society, and the general population on raising awareness of the risk and potential impact of the pandemic, as well as on intersectoral collaboration to combat the pandemic. The communication efforts will complement the already planned activities of the Delegation of the European Union to Belarus.

Component 2. Project implementation and monitoring

The purpose of the component is ensuring adequate support for the implementation of activities of the proposed Project

This component will support the team's capacity to implement the Project and monitor and evaluate progress. It will fund staff and consultant costs related to Project management, procurement, financial management, monitoring and evaluation, reporting and stakeholder engagement; operating and administrative costs.

The project as a whole will help mobilize the capacity of the health care system to respond quickly to COVID-19 cases, as well as reduce the negative impact of the virus on the country's economy.

The disbursement of funds for the component is envisaged as soon as possible after the agreement and approval of the Project.

The project is designed in such a way as to provide support to the entire health care system of the Republic of Belarus as a whole and the elements included in it in the form of reference hospitals, national laboratories, emergency medical services, etc.
