PROJECT "MODERNIZATION OF THE HEALTH CARE SYSTEM OF THE REPUBLIC OF BELARUS"

GENERAL PROCUREMENT NOTICE

The World Bank provided financing to the Republic of Belarus for the amount of USD 125,000,000 to cover the costs of the "Modernization of the Healthcare System of the Republic of Belarus" Project. The Borrower intends to use part of this loan for eligible payments under contracts for the purchase of goods, works, related services and consulting services procured under the Project.

The project consists of the following components:

Component 1. Establishment of eHealth and clinical decision support system

1.1. Integrated Health Information System:

Implementation, inter alia, of the following activities:

(a) repairing the premises of the selected regional health departments of the Borrower to accommodate IT infrastructure facilities, including the development of technical projects and the purchase of necessary equipment;

(b) (i) the development and implementation of a centralized eHealth system for the exchange of medical data, including the register and archive of documents; (ii) the development of procedures for the exchange of health information and management mechanisms with a clear definition of the functions of each health institution; and (iii) standardization of digital health data and data exchange protocols;

(c) the modernization and implementation of electronic medical records in selected hospitals and primary health care facilities through the procurement and installation of hardware and software;

(d) an analysis of the legal framework and organizational arrangements of the Borrower to ensure, inter alia, the protection of patient medical data;

(e) conducting training activities on eHealth management mentioned in Section 1.1 (b) (i) above;

(f) develop and conduct a survey (s) on the degree of patient satisfaction.

1.2. System for supporting clinical solutions for quality improvement:

Development and implementation of a system for supporting clinical solutions based on information technologies, including appropriate training and purchase of necessary software and hardware.

Component 2. Increase of the level of clinical competence of health workers in the management of noncommunicable diseases

Implementation of, inter alia, the following activities:

(a) revision of the curriculum and development of uniform standards for the training of health professionals in selected areas;

(b) development of a program for attesting students / trainees;

(c) the development of technical projects for the performance of the work provided for under Component 2 (d) below;

(d) (i) construction of the Republican Simulation Center in the state educational institution "Belarusian Medical Academy of Postgraduate Education" (BelMAPO); (ii) repair / upgrade laboratories for skills training in medical universities and medical colleges of the Borrower; and (iii) purchase of necessary equipment;

(e) acquisition and installation of software for training;

(f) development and implementation of a technical assessment and interviews on student satisfaction with the quality of training; and

(g) conducting training events.

Component 3. Modernization of the neonatal care system in the state institution "Republican Scientific and Practical Center" Mother and Child "(RSPC" Mother and Child ")

Modernization of the Intensive Neonatal Care Unit of the Mother and Child Center of the Republic of Belarus by means of, inter alia, the following activities:

(a) the development of technical projects for the implementation of the work envisaged under Component 3 (b) below;

(b) (i) repair work, including the provision of equipment for the care of newborns and the expressing of breast milk; and (ii) purchase of necessary equipment;

(c) training of medical personnel of the Mother and Child Pupil Center; and

(d) development of quality improvement mechanisms and procedures.

Component 4. Project Management, Monitoring and Evaluation

Support in the implementation of activities, monitoring and evaluation of the Project, including: (a) conducting project audits; (b) conducting training events; (c) the selection and hiring of specialists in financial management, procurement, expenditure of funds / accounting and safeguard provisions, and a construction engineer; (d) financing of operating expenses; and (e) conducting surveys on the views of households and health organizations.

Procurement of goods, works and non-consulting services financed by the World Bank will be carried out in accordance with the procedures described in the "Guidelines for Procurement of Goods, Works and Non-Consultancy Services by the World Bank Borrowers on IBRD Loans and IDA Credits and Grants" dated January 2011 and revised in July 2014, and all eligible participants are allowed to participate. The procurement of consulting services will be carried out in accordance with the "Guidelines for the selection and hiring of consultants by the World Bank Borrowers for IBRD Loans and IDA Credits and Grants" dated January 2011 and revised in July 2014.

Special notification of procurement in accordance with the World Bank's international bidding procedures, consultancy contracts will be published on the UN Development website, on the World Bank's electronic public portal, as well as on the website of the Republican Scientific and Practical Center of Medical Technologies, Informatization, Management and economics of health "(executive organization) http://rnpcmt.belcmt.by/ and in local newspapers.
